If the page addresses don't change, the existing rankings are kept. If pages are renamed, merged or deleted, the site structure changes. In that case, every old address is redirected to its new page.
Yes, it is the most common case. I start by looking at the state of the code: structure, dependencies, accumulated debt. If it is clean, we build from there. If it isn't, I tell you frankly, with what each option would cost.
It happens often. A site that doesn't convert because the offer lacks clarity or the positioning is wrong isn't fixed by changing the font. The useful work is then on clarifying the offer and the positioning, before the design.
